It should be noted that to Venezuelan authorities, Petrocaribe was created on 29 June 2005 from the agreement signed by 14 countries energy cooperation at a meeting of Heads of State and of Government of the Caribbean, which was held in the city of Puerto La Cruz (Venezuela). The purpose of the V summit is assessing the global oil stage, and weigh proposals aimed at strengthening the Petrocaribe agreement along with industry specialists. This mechanism provides funding on favourable terms of the oil bill, whose 50 percent is paid within 90 days and the rest within a period of up to 25 years, with two of grace, and a one percent interest. They are members of Petrocaribe Antigua and Barbuda, Bahamas, Belize, Cuba, Dominica, Grenada, Guyana, Haiti, Jamaica, Nicaragua, Dominican Republic, St. Kitts and Nevis, Saint Lucia, San Vicente and the Grenadines, Suriname and Venezuela. Remember, that in the Cuban city of Cienfuegos, located about 245 kilometers southeast of Havana, hosted the past December of the IV Summit of Petrocaribe, occasion in which also Camilo Cienfuegos Cuban investment opened the oil refinery. The truth, that Venezuela once more promoted the unification of those countries that are fully convinced that represents the scope and repercussions of being integrated in pro of the benefits offered herein belong to Petrocaribe, more at a critical time that the world presents the crisis food, the rise in the prices of oil, which is a determining factor in many of the products that are manufactured in the world, in the energy factor that moves many economies. The fact, that the valuable contribution to the country and especially the good vision and initiative of the current Government of having given life to this need of integration in pro combat serious social, food and energy problems, poverty faced by many countries of Central America, the Caribbean and even of Latin America cannot be denied.
